Summary of essential job functions:

The Property Control Manager will be responsible for all aspects of planning, scheduling, organizing, managing, assessing, and execution of the performance of Property, Materials, and Consumables on this contract and task orders.

 

Roles and responsibilities:

  • Access to and hold stewardship responsibility for GP property, materials, and consumables.
  • Proficient to control all GP/CAP in accordance with specific FAR and DFAR regulations and manage contractor's Property Management System. And ensure maintenance and repair of all GP/CAP assigned line items.
  • Maintain up-to-date Government property records and inventory of property for all GP/CAP and maintain accounting documentation regarding the issuance of GP/CAP to all Contractors and subcontractors in the Prop MGT Sys.
  • Daily duties include coordination with other program contractor property personnel, and designated USG reps, as applicable, regarding the management and accounting of GP/CAP.
  • Experienced and knowledgeable to establish and implement property management plans, systems, and procedures at the contract, program, site or entity level to enable the outcomes outlined in FAR 52.245-1(f) to ensure the contract maintains compliance to sustain an acceptable property management system.
  • Procure, track, and manage expendable/durable and non-expendable property item requisitions as needed; and review and verify that the requisitions are completed with required information; and coordinate with the KO and the designated representatives to sign all property requisitions.
  • Maintain and process receipts of complete and partial shipments and prepare material receiving reports to be provided to USG GPA.
  • Maintain up-to-date USG property records for all GP/CAP; to include all maintenance parts are accountable on the property listing; and maintain a receipt and issue listing, in accordance with FAR Clause 52.245-1.
  • Process lateral transfers and change document lateral transfers as directed and approved by the KO and/or GPA
  • Conduct inventories/inspections of GP/CAP as directed by the KO and GPA and conduct inventories/inspections in accordance with FAR Clause 52.245-1; and perform annual and periodic inventories in accordance with FAR Clause 52.245-1, and the Contractor's Property Management Plan; and post current inventory data to the master property database.
  • Prepare and submit report of any loss of USG Property through DCMA E-Tools IAW DFARS; and prepare all reports and necessary documents on contract closeout IAW FAR Clause 52.245-1.
  • Perform a physical inventory on 10% of all lay down containers monthly and provide the physical inventory in spreadsheet form and perform managerial logistical functions, including periodic and scheduled reports
  • Prepare and update Property, Maintenance (Calibration schedules), and Operational records and receipts
  • Manages a comprehensive administrative program to support task order operations to manage, secure, track, and account for all USG property signed for on the contractor's fiduciary Property Book in accordance with FAR Clause 52.245-1(f) and maintain acceptable quality levels (AQL) for both scheduled (monthly and PMSA) USG directed audits and internal audits.
  • Vehicle procurement (leasing), receiving, shipping, maintenance scheduling/tracking, repairs scheduling/tracking, fuel logs, dispatch records, transfers, and maintenance of active records on all vehicles assigned to the contract.

 

Travel:

  • Potential to travel as needed to other contract locations in CENTCOM AOR.

 

Minimum qualifications and education requirements:

  • The Property Manager shall at a minimum be a Certified Professional Property Administrator (CPPA); however, a Certified Professional Property Manager (CPPM) is preferred.
  • US National with current US government Secret clearance.
  • Valid U.S. issued driver's license
  • Valid U.S. Passport
  • Minimum three (3) year of warehousing/logistics related knowledge and/or training. Experience in an OCONUS Army environment is required. Licensed/certified Material Handling Equipment (MHE) operator. 
  • Experience with 10,000 lbs. capacity Telehandlers and forklifts.
  • Education: College degree.
  • Must be proficient in Microsoft Word, Excel, Outlook, and possess sufficient computer skills to manage electronic files and an electronic record keeping system (example Maximo)

 

Physical requirements and working conditions:

The location for this position is OCONUS in countries located within the CENTCOM AOR and may require work in austere environments and be assigned to military installations currently operating in non-permissive environments.

  • Must possess the ability to lift and move equipment weighing up to fifty (50) pounds
  • Possess no impediments to traveling overseas to and within countries that are considered dangerous or unhealthy in general, or to the country or countries assigned in the applicable task order in specific.
