Summary of essential job functions:

The Civil/Structural Engineer will perform engineering work in the field to support construction and Operations Maintenance and Repair (OM&R) activities without substantial supervision.  You will assist the Civil Engineering Section with design and improvement of structures, roadways, pavement, flood and erosion control, water and wastewater treatment systems and storm drainage systems. You may interface with back office engineering groups, other disciplines, field construction and maintenance supervision and subcontractors.  You will help design, plan and execute construction, maintenance and repair work in the field and supports design, procurements, and other activities as assigned by the Engineering Manager.


Roles and responsibilities:

Duties of the Civil/Structural Engineer include but are not limited to:

  • Development of design concepts.
  • Creating designs simple enough for local construction contractors to complete and meet the requirements of designs.
  • Developing scopes of work and project schedules
  • Developing and reviewing planning documents
  • Conducting building code compliance inspections and evaluations
  • Performing peer review of plans, specifications and technical reports prepared by others
  • Performing quality assurance tasks, including providing input to and approving quality programs, assisting quality assurance staff, ensuring employee or subcontractor's work is properly inspected and ensuring corrective actions take place, ensuring trades are properly certified to perform services, ensuring materials meet contract specifications, reviewing and accepting subcontractor submittals, and resolving conflicts.
  • Performing financial control tasks, including technical review of progress payment requests, preparing estimates, evaluating changes in costs, technical evaluation of subcontractor's claims, establishing procedures for controlling costs, cost benefit analysis, design life cycle cost estimates, and monitoring project schedules.
  • Performing preconstruction tasks, including performing design reviews and constructability reviews in coordination with architectural, mechanical and electrical disciplines.
  • Performing administrative tasks, including organization of the engineering branch office, reviewing budgets, facilitating contracting with local contractors, preparing reports and files, liaising with local officials and utilities, assisting in preparation of contract documentation, ensuring proper inventory control of engineering office tools and materials and performing other site obligations (e.g., tours).
  • Performing commissioning tasks, including coordinating close outs, commissioning of systems, managing the commissioning agent, providing warranty support, ensuring commissioning training, and participating in relocation.


Minimum qualifications and education requirements:

  • Minimum of Bachelor of Science in Civil Engineering (BSCE) from an accredited institution.
  • Registered Professional Engineer (PE) or Engineer in Training (EIT) preferred but can be substituted with demonstrated experience of at least two (2) years field experience in a contingency environment and a minimum of two (2) years experience supporting USAF or USACE Civil Engineering projects in a CONUS or OCONUS location.
  • Must have a minimum of ten (10) years of experience demonstrating increasing responsibility, and a minimum of two (2) years field experience in a contingency environment, i.e., Iraq, Afghanistan, Pakistan.
  • Must be proficient in AutoCAD 2010 or later.
  • Valid US passport.
  • Valid US driver's license.
  • All employees must be able to fluently read, write, speak, and understand English.
  • Candidates must demonstrate they possess, through education and work experience, the following skills, knowledge and abilities:
    • Knowledge of construction drawings, design, building and construction, vertical construction, administration and management, contract law and legal principles, commissioning, engineering and technology, scheduling, budget management, safety and security, construction costs, and mathematics.
    • Specialized skill in administering contracts, planning and organizing, leadership, practical construction, establishing procedures, and providing customer service.
    • General skill in reading comprehension, mathematics, critical thinking, complex problem solving, monitoring, coordinating, active listening, writing, speaking, instructing, persuading, negotiating, judging and decision making, active learning, managing financial resources, managing personnel resources, managing material resources, social perceptiveness, service orientation, quality control analysis, equipment selection, operations analysis, and systems evaluation.
    • Familiarity with IBC, IMC, IPC, NEC, NFPA and other governing codes and regulations
  • Experience will be judged based on the past performance of activities such as:
    • Creating, reviewing, interpreting, and checking construction drawings, architectural plans, engineering drawings, and other specifications to ensure compliance, recognizing errors, ambiguities, or omissions and providing corrective recommendations.
    • Inspecting construction techniques, procedures, standards, and materials to ensure construction, maintenance or renovation work is performed in accordance with applicable plans and specifications.
    • Applying quality control and quality assurance practices and procedures to construction, maintenance and renovation projects, and applying test procedures and equipment.
    • Applying safety practices and procedures to construction, maintenance and renovation projects.
    • Developing and applying construction scheduling techniques, monitoring project progress, identifying causes for delays, and developing and taking corrective action.
    • Managing financial elements of a construction project, such as monitoring construction project costs, reviewing and certifying contractor requests for progress payments, forecasting total construction costs, and managing budgets.
    • Analyzing and negotiating pending contract change orders, potential or actual claims, and acceptable cost and time settlements.
    • Applying computer software to construction project management and fiscal control.
    • Recognizing impending problems, developing options for action, and recommending solutions.
    • Preparing and delivering presentations and reports on project status and recommendations.
    • Demonstrating effective verbal and written communications skills with technical and non-technical personnel.
    • Displaying effective leadership, team building and consensus building skills with colleagues, supervisors, and subordinates


Preferred qualifications:

  • Demonstrated experience providing support for design, construction and maintenance of runways, taxiways and aprons preferred.
