Small Business Liaison Officer (SBLO)

Caliburn International seeks a corporate level Small Business Liaison Officer (SBLO). 

 

Summary of essential job functions:

The Small Business Liaison Officer (SBLO) will work closely with Caliburn's Business Development and Supply Chain Management organizations to develop and integrate Caliburn's Supplier Diversity Program. The individual will report to the Vice President of supply Chain Management and will act as the primary liaison between Caliburn's programs and potential small business suppliers and subcontractors, as well as be responsible for the development of contract specific small business plans and resultant bi-annual reporting as required by FAR 52.219-9. The successful candidate will represent Caliburn at small business conferences and networks as required. Scope of duties include promoting the utilization of small business concerns for the attainment of prime contract small business goals and ensuring compliance with small business subcontracting regulations.

 

Roles and responsibilities:

  • Acts as the lead point of contact for all small business utilization related issues within the Company, subsidiaries, and affiliates.
  • Advocates for small business by providing advice and guidance on the utilization of small businesses, primarily to Caliburn's procurement, business development, and continuing program operations.
  • Establishes relationships with agency Small Business Offices
  • Oversees all aspects of the Company's Small Business/Supplier Diversity Program, including the monitoring of related regulatory requirements for program administration, and the development, implementation, and maintenance of policies and procedures related to the program.
  • Provides opportunities for potential suppliers to learn how to do business with the Company and assists in providing access to opportunities.
  • Develops and provides training and briefings to Company leadership on small business practices and regulatory compliance.
  • Supports business development initiatives and proposal preparation activities including:
      • Identifying and preparing proposal responses to small business requirements of Government Solicitations.
      • Recommending and identifying qualified small business subcontractors and suppliers for utilization.
      • Preparing small business subcontracting plans.
  • Lead for the development of Small Business/Supplier Diversity Strategic Programs and initiatives to support the Company's strategic growth initiatives and strategic plans, such as Mentor Protg Programs.
  • Provides communication and legislative updates on strategic initiatives.
  • Works with the Business Development and Procurement organizations on applicable solicitations to ensure adequate small business involvement across the various socio-economic categories and assisting procurement in obtaining, reviewing and approving small business subcontracting plans on qualified procurements.
  • Assists in the resolution of disputes regarding small business subcontractors.
  • Assists in outreach to diverse small businesses by:
      • Providing active involvement with small business development organizations, advocacy groups, business associations, and government agencies and their small business specialists.
      • Participating in various trade show events, small business-related symposia, and dissemination of information gained.
  • Monitors and reports on contract performance toward meeting small business goals and provides assistance in developing corrective action plans to improve performance.
  • Ensures timely and accurate compliance with all governmental data collection and reporting requirements related to small business utilization.
  • Develops and distributes internal reports on small business performance and utilization.
  • Performs due diligence activities involved in evaluation of potential subcontractors, such as assessment of the subcontractor capabilities, alignment with Company lines of business, and risk profiles.

 

Travel: 10-25% (CONUS)

 

Desired knowledge, skills and abilities:

  • Must have understanding of the government acquisition process.
  • Working knowledge of FAR/DFAR.
  • Excellent organizational and communication skills and ability to multi-task, set individual task by assigned priorities and work with minimal supervision.
  • Ability to adapt to changing work assignments and shifting priorities.
  • Solid negotiation skills.
  • Must possess a positive and proactive attitude and ability to handle multiple high visibility critical tasks simultaneously.
  • Effective communication, customer service, and presentation skills. In depth knowledge of laws, regulations, agency reporting requirements, and other governmental reporting requirements applicable to job duties.
  • Existing relationships within the Small Business/Supplier Diversity community.
  • Experience in eSRS reporting, Individual Subcontract Reports(ISR), Summary Subcontract Reports(SSR) and preparing Small Business Subcontracting Plans.
  • Excellent data collection, analysis, and metric development.
  • Strong computer skills in Microsoft Word, Excel, PowerPoint and Costpoint

 

Minimum qualifications and education requirements:

  • Must have a Bachelor's degree
  • Experience as a Small Business Liaison Officer, including experience in a US Government purchasing environment is preferred.
  • Must have demonstrated diversity business utilization experience in a large government contracting entity, public utility, or similar corporate environment.
  • Certified Professional in Supplier Diversity (CDSP) preferred.
